AIS:Introduction of a cultivar (was FLIGHT OF BUTTERFLIES)

The most recent instructions I could find on how to register and introduce
an iris cultivar (AIS Bulletin, July '95: page 60) states:

"An introduction is an offering for sale to the public. Catalogs, printed
lists and advertisements in the AIS Bulletin are acceptable means of
introduction. . . . Send the Registrar-Recorder a copy of your list,
catalog or advertisement by first class mail, highlighting your
introductions prior to October 15."

With respect to FLIGHT OF BUTTERFLIES, I have the following query to make:

If the above information is still current, couldn't anyone, or at least
anyone who has issued a catalog or price list offering FOB for sale to the
public, send a copy to Keith Keppel as indicated above to formally
establish that FOB has indeed been introduced?
