Amy,
As Maureen mentioned most increases are formed before bloom although
some will develop during the summer if enough moisture is present. Here
in CA I give a good deep watering once a week. (No rain to contend
with).
I'm concerned about your dieback and etc. Are they getting enough
moisture or are you holding back for fear of rot? If they get too dry
during the hot summer some may wither and look sick.
