CULT: maturity or size?

Ever since the baby setosas started blooming, I've been comparing them to some of the other yearling irises who are showing as many or more fans.
I've come to the conclusion that it isn't the size of the plant as much as it's the maturity that determines when an iris begins blooming.
I'm also guessing this is a trait that could be bred for (?). It certainly would simplify things if I could find out which are keepers in the first year or two. Does anyone have any practical experience in this area?
