Dissolved chlorine offgases due to time or exposure to light. So if you
can't let the water sit over time, you can expose it to light and it will do
the same thing. Most chlorination in the USA is done with either chlorine
gas or sodium hypochlorate (like in bleach). Actually bleach is often a
byproduct of chlorine gas use or repackaging- they take the dregs from the
tank car
and dissolve it in water.
