Patrick, my flippant answer is that hormones are complicated.  I'll say
some simplistic things and maybe somebody who really knows something
will give a better explanation.  As I understand it, inhibitors in seeds
in general inhibit the production of hormones that start things moving. 
They include both physical (seed coats either impermeable to water or
oxygen or both) and chemical inhibitors.  Some are simple - reactions
that don't take place until temperatures are suitable.  Some are
complicated chains of events - temperature has to go one way to make one
thing happen then another way to make something else happen, and it has
to be for a certain duration, or the whole trick slides backwards
again.  Some are light inhibited, some dark inhibited.  Lettuce is a
really wacko one - light inhibited at some sequences of temperatures,
and vice versa as I remember.  And to make things more complicated, some
of the things that start a cascade of removing inhibitors in some seeds
may create inhibitors in others.

Anyhoo, no single chemical treatment would work for all seeds, and only
certain seeds would respond to any given chemical treatment.  

I think Sharon McAllister has written previously about inhibitors of
iris seeds and what it takes to remove them.  Fortunately, sitting
outdoors in the dirt from December till spring works well in these parts
