It may be an indication, but really it would depend on the cultivar, the 
time of division, and the climate.
A division made immediately after flowering may only have a few leaves, but 
may grow well both in early summer and again in Autumn, and go on to flower 
next Spring. Some large divisions, with many leaves may sulk, and not flower 
for some time.
I have grown irises from 1/2" pips and had them flower the following spring, 
whereas my large rhizomes of Spirit world malingered for 2 years, and then 
almost bloomed itself out.

This is a good idea if you want a clump in a short time. 3 to 5 rhizomes 
planted in a circle with their toes to the centre will form a good sized 
clump in a year.
