No, Dominion is a dominant, at least in its color pattern. There are 
legions of Dominion children, and it was a reliable producer of 
progeny that were first generation 'step aheads' in many ways. (not 
the least in growth and hardiness -- keeping Dominion alive is 
difficult)

There are a few with no obvious rim. The best known and most widely 
grown is Helen Collingwood (K. Smith 49) Less often seen is a child 
of HC, Elizabeth Noble (K. Smith 55). Helen is on the website, Noble 
is not. [Elizabeth Noble is named after Mrs. Thomas J. Nesmith, 
proprietor of Fairmount gardens and an iris world luminary from the 
20s into the late 60s)
