This happens ALL too often.  I saw FA at Schreiners, and it was increasing 
VERY slowly there, also.  When I divided the bed it was in this year, it was 
about the only one that did NOT need it!  I could not vote for it for a 
garden award.  But I will say that when she does bloom.....she is a the very 
picture of a Queen, and I find her foliage very attractive also; glaucous, 
green-blue and very healthy looking while others are covered with leaf-spot.  
She DOES have her good features.
