As frightening is this:

Page 19: "Risk Assessment for Imported Nursery Stock

means that everything that is not on the government-approved list will be
prohibited. Currently, they list only what is prohibited - "regulated
plants." (FYI, psuedacorus... doesn't matter how it's being grown...  is on
WA's potentially noxious list.)

Do you really think they're gonna have most species of irises on their
approved list?

They also want the power to declare an emergency and ban plants without
adding them to the official list or notifying the public. Plants also
suspected of harboring a pest could be banned (This is where it should occur
to us that borers and bud moths are pests.).

In addition, they recommend $1,000 for an initial violation by an individual
moving regulated articles not for monetary gain (gardeners sharing plants,
Granny taking homegrown produce to the kids, etc.), to $250,000 per
violation. Don't think for one minute that they won't use someone as an
example.

So if they suddenly decide that I. psuedacorus or I. versicolor is an
immediate danger, they can, without warning come onto your property or
search your vehicle and destroy anything they find. They don't have to warn
you in advance and you would be subject to not only the charges for the
destruction but a hefty fine for harboring a dangerous plant.

I wouldn't bet that reason will prevail...
People do some pretty stupid things in the name of "making things safer". A
lot of us in WA state didn't think anyone would be stupid enough to ban
gopher trapping. :-/
