We may not be weed experts but have lots of expierence. We use a small handle tool about tke size of a large screwdriver with a sharp v-notched bit at the end. Push it alongside the tap root and wiggle the handle in a small circle to create a small hole. Try to pull it again. If this fails use the notch to cut the root as deep as you can. It works for us several thousand times a year
