SHOW: Questions

I have been reading the Judges Handbook and we have a regional meeting here
this year. I have a some questions.

According to the Judges Handbook,

"The High Commendation Award is reserved for seedling irises, viewed in
gardens under seedling number or registered name, which have not yet been
introduced into commerce."

The question is, if a seedling that is registered and named is viewed at a
regional or national convention in the year that it is listed in a catalog for
introduction, would it be eligible for a HC award? Does the fact that it has
not yet been shipped at the time of the regional or national let it remain
eligible?

Or, when does introduction occcur? Is it when the catalog is dropped in the
mail, or when the first rhizome of the plant is shipped? Or is it when the
registrar officially receives a copy of the catalog notifying them that it has
been introduced? Also, if a plant is listed as an introduction in a catalog
but none is shipped or sold, is it still considered introduced?

Thanks
