Dear Mike,
I'm not an "official," and cannot speak for the AIS, but I spent over 15 years
as a judge, for whatever that is is worth.
My understanding is that when the registrar receives the catalog or other
notification (spelled out in the *Handbook*) of introduction, the status of
the cv changes to "introduced." The lack of sales has nothing to do with it.
Also, of special interest to us here, the recent BOD meeting notes published,
as I recall, address the issue of advertising over the Internet, offering for
sale with a website or in other public manner is considered "introduction"
provided notice of the action is sent to the registrar.
One of my own was "introduced" through an ad in the bulletin, but withdrawn
from sale as soon as I saw it bloom in the introduction year. It was never
distributed, and all stock destroyed and the orders received were sent back
with refund or returned check and a note of explanation. I may have
difficulty transferring the name to a new cultivar however, as publication in
the *Bulletin* is explicitly stated as one of the ways in which an iris can be
"introduced," even though the pup never got out of the kennel.
HC is intended to be possible *before introduction.* Since the publication of
awards comes after the normal period of time in which introduction occurs,
what is or is not introduced is a settled issue before the publication of
awards. If a cv receives votes for HC and is introduced in that same same
year, the votes for HC would probably be nullified. At least--that's my
understanding. Why anyone would wait to introduce a cv in late summer or in
the fall would seem rather odd.
Address the question to Mike Lowe or Keith Keppel and you probably would get a
similar answer. I'd be interested to know what they would say.
