The ideas of regional gardens is an excellent one, but Neil makes a strong
point.
You have to have someone care for the garden, and that is a huge amount of
work
and responsibility, particularly when you consider those caring for it
probably have
their own gardens. There is also the issue of finding the ground for 6-700
three
year old clumps. I have the space, but no time. With my own commercial
garden
and seedlings I do well to keep pace, even with chemicals, due to the
temperamental
weather. (read: rain about 60% of the time the last two years). I am not a
judge, and I
can't begin to know why they would not visit. I suspect that like everyone
else they try
to balance family, work, their own day to day grind, and trying to fit a
hobby in with
life. More judges would be helpful. By the time everyone has rushed around
to do the
shows, there may be little time left for gardens?
