When you see something like this, http://www.snopes.com can be your friend.
Just typing in Formosan in the search box on the home page led to the
article http://www.snopes.com/inboxer/household/termites.asp explaining that
this is not true. 

Whenever you see something being passed around like this, check Snopes.
Sometimes they are true, but usually they are not, though they may be based
on a very small piece of fact in the message somewhere.

Grandmummy,
   I saw an email being passed around at work about cheap mulch.  If it is 
any intrest to the gardeners in your circle, it has been reported in a 
article that some debris from hurricane Katrina that hit New Orleans is 
being turned into Mulch and sold as cheap mulch to Lowes and Home Depot.  
The mulch may be infested with "Formosan Termites."  Appearently there isn't

a treatment against them?  When buying mulch this season, be sure where it 
comes from.  I hope you are doing well.  I will call you soon and say hello.
