There is some indication that if the seeds dry out again  completely after 
the processes of germination begin--- germination  being a function of, among 
other things, full hydration of the seed--- then  they may be lost. I've not 
heard that they come up later; I've heard  they die. This dynamic is not unique 
to irises. 
 
As for storage, you should indeed store them dry and cool. For more  
information on this, and why you should or should not use the freezer,  check the 
Archives. Note, too, that not all species and hybrids of Irises  have the same 
germination requirements as bearded irises.
