I've definitely had trouble with blooms the following season when I 
lifted during the bloom. I've bought irises three different years at 
bloom time, planted immediately and they never bloomed the following 
spring. I'm sure there are many factors in this as I too am in zone 7. 
My soil has alot to be desired for one thing but I have no problem with 
other ordered plants or my old ones.

As far as losing the plants if you lifted in the Spring, my experience 
is that it is literally impossible to kill one of the little guys, no 
matter when you lifted them.
