I think the answer to this is obvious - rather than link your Judges Training
chair with an officer position (like Asst. RVP), I think it's valuable to have
someone devoted to the job. In our Region (2), we have a Judges Training
Chair who has been in place for over 5 years, and she is focused and familiar
with who is out there, what their abilities are, and whether or not they are
desirable as a judge (you haven't lived till you've participated in a small
show where you need a time-lapse camera to tell the panel is even moving.....
).
I think Judges Training Chair is an important position, and is ideally held by
someone who WANTS to do the kind of effort required. Whenever you link a job
with a position (such as Membership Chair to RVP and Judges Training to Asst.
RVP), you are putting the job at risk since you choose someone with a skill
set consistent with leadership, but maybe not minutia.
And furthermore (here comes the heresy), I believe that you need to keep shows
fun!
