Some more quick thoughts. 

The registry also helps avoid the confusing use of the same name for more 
than one cultivar, and sets the identity of the single one that bears the 
name.  There have been occasional exceptions where a name has been 
duplicated, but it is rare now because of the registry.  Also, there are 
still a few people who sell cultivars with "made up" names or just with 
the wrong name, just to make a sale, and there's not much to be done about 
that.  Such practices usually end up hurting their reputations, so it 
usually doesn't last long.

The registry is also useful for coming back later and identifying an 
unknown Iris.  While it is not the same as seeing the blooming plant, nor 
even a photo, you can see the original description and details, and often 
rule out possibilities and find others.
