My experience:
Xylene based paint pens work well, but fade in the sunlight after a year. Good for seed starting labels etc.
Water based paint pens dry up and don't work after a few months, but the writing is more sun-fast. Good for childrens projects as they are non-toxic. They are fun to use to decorate pots - but I digress...
PLASTIC (not paper) labels (address labels) such as AVERY brand which can be printed on with a LASER printer are very durable, and do not fade. The key is that these CANNOT be printed on with a regular dot-matrix printer, only a laser printer will work. These come in 81/2 by 11 inch sheets containing some 30 labels (1x3). They do not peel off of a smooth surface (i.e. window blind or sheet metal) easily.
Young dogs love to chew up plastic labels on window blinds...
Young dogs are not interested in metal labels...
