Blue Flax, period?
I grow blue flax in a bed with irises, especially graminea. It does
well, is not invasive, but some clumps die out each winter as the
temperature can be very low even with a significant snow cover. It
re-seeds but not prefusely so that it is reasonably self-maintaining.

Ottawa, where it is sunny and still cold! I understand that this is the
coldest spring on record for Ontario.
