Francelle, in our part of the country (mid Atlantic? mid-southeast?),
one of the big problems with bloom can be stunting of stalks or terminal
bud frozen out completely.  This doesn't always lead to rot problems -
for example, HOLLYWOOD KNIGHTS is threatening to take over the place,
VERY healthy and fast growing, but terminal bloomstalk has been frozen
out of two clumps two years in a row by severe late spring freezes
(while irises are actively growing, one to two months before normal
bloom).

More often, stalks will try to form, but are damaged and either have
brown dried up buds or blooms may be normal but stalks are stunted.  By
stunted I mean sometimes barely off the ground (4 inch stalks),
sometimes half registered stalk height or less.

Do you see these kinds of problems with stalk formation also?

I also get 'miniaturization' of some cultivars, but am fairly sure that
is a result of late bloom in hot dry windy conditions with no
supplemental water.
