taking off JI leaves

Hi folks,
Could anyone please tell me when are we supposed to remove the old
leaves (this year's) from JI's. I took off the dead leaves from a
couple of clumps but the little new leaves look very tender and
fragile so I wonder if the old leaves should be left on until next
spring?
