Yes, yes, and yes -- with a small clarification. The straight species Artemisia lactiflora has dark green foliage and stems, and the flower stalks rise to about 4 1/2 feet.  The cultivar 'Guizho' is the one with darker foliage still, and black stems; overall it's more compact and less vigorous, topping out here at just above three feet.  

One of the most appealing features of both these is that the flower heads are very, very attractive in bud; they look like masses of seed pearls, and that effect is available for about two weeks before the flowers open.

Art. lact. tolerates/requires more shade and moisture than the silver artemisias.  Great companion or background for hot-colored flowers like Crocosmias and daylilies, which bloom at the same time.
