I start many of my flower and vegetable seeds under fluorescent lights in the basement every year, and I did it with several types of iris seed this spring with considerable success, too, so I would say go buy those fixtures on special.  I keep the lights within a few inches of the planting medium till the first seedlings reach almost to the bulb, then gradually raise the fixture to keep the seedlings from touching the bulb.
Works for me.
