REB: RIS rebloom report forms

I agree, Rosalie, that the legitimacy of any rebloom report relies on the 
reporter.  However, the RIS could improve this process TREMENDOUSLY by 
taking the "grey" out of the grey areas of rebloom AND providing specific 
reporting guidelines WITH the rebloom report forms they distribute each 
fall.  When I received my first rebloom report form from RIS last year, 
it came with NO instructions or guidelines regarding what is or isn't 
considered legitimate, reportable rebloom.  One can hardly expect rebloom 
reporters to be consistent in their reporting with no guidelines from 
which to work!  Heck, even the RIS Reporter itself publishes "rebloom" 
reports from folks who identify cvs as being new summer acquisitions!  
Does publication of such reports legitimize newly-acquired fall bloomers 
as actual rebloomers for the zones of their new gardens?  I would assume 
so, but that is certainly not consistent with the Judge's Handbook.

I do happen to own a copy of the Judge's Handbook, but even that fine and 
useful publication leaves many rebloom questions unanswered.  I rely on 
the RIS Checklist to provide me with some idea about which cvs might be 
able to rebloom in my area, but I do always bear in mind how flawed that 
information is with no comprehensive reporting guidelines ever having 
been published by the RIS (not to my knowledge, anyway).

AARRRGGGHHH!!!  Sorry for the rant, but this is fast becoming a pet peeve 
of mine.
