Of course, salt is a chemical, sodium chloride. 

It is less dangerous than most that are used to kill weeds, but salt
content of  rivers in the arid West is a significant problem. Salt could
even mess up your own garden, depending on drainage patterns.

Boiling water is safer. Even manual weeding has negative side effects,
but they tend to be on the gardener, rather than on the garden.

But I agree with your basic point: if you use chemicals, the less toxic
the better.
