With trepidation I think it would be possible to incorporate a run-
time Access engine (yes, Microsoft) with the data on a CD if the tab 
delimited data is imported into Access and then distributed via the 
Access Developer Edition, of which I happen to be in possession. I 
have a few weeks off from my master's classes shortly, and if John 
could provide one of the completed data dumps, (or a small subset 
thereof) I would be willing to 
try my hand at it. (as an experiment).
