I put it on in the spring before I think weed seeds will germinate and again after planting in August here. 
I put it on all iris newly planted and ones already growing.
Preen absolutely kills no weeds. It stops seeds from germinating only.
Works great for me eliminates 95% of weeds and grass.

Generally speaking, what dates do you target for getting the Preen applied? A regional gardener put Preen on the beds in the fall and had clean beds in 
the spring.  Is this common practice?

Many weeds winter kill here, and some of the ones that don't won't be
bothered by the Preen.
