Definitely!  I have used it to keep lettuce and other cold hardy
spring/fall veggies growing long past the normal (whatever that means
anymore) time of year they can survive.  It doesn't work very well if
there are large air voids (tall plants) because it traps the "heat" of
the ground to keep things warm, so the more air to heat, the poorer job
it does.  But for protecting iris rhizomes, it works great.  

With the addition of cola bottles full of water as little heat
reservoirs under the Reemay, I can set out tomatos at least one 'zone'
earlier than the average here & get 'maters a full month earlier.  

So you can definitely cheat the zone game with Reemay.

Some folks had some complaints about Reemay, but I can't remember the
details.  I think wind was one.
