Sounds like its high time we have an article to clarify the issue.  
I'll get working on that for the Fall Recorder.

From what I understand, I would not count it as rebloom when the same 
clump does not bloom twice in the same season.  (I'm thinking of 
people that have 50 clumps of a variety, if any one of them bloomed 
in the fall it would count even if that clumps hadn't bloomed in the 
spring.)  But my opinion is hardly the official guideline.  From what 
I understand, to be reported as rebloom, the iris must be in bloom 
for twice as long in one year as normal bloom.  This allows for 
stalks to be counted any time that they appear outside of the regular 
season.

I do think that if you had a clump that bloomed in the spring and 
then divided it and it bloomed that fall it would count.

It is true that when an iris is a new arrival it can not count as 
rebloom.  As long as it is stated that it was planted that year, it 
would not be included as rebloom for the purposes of the checklist.

Of course there's always the question if a cv produces a very 
marginal stalk on either the spring or fall bloom and is not in bloom 
for twice the expected time due to low bud count, would we count it 
then?  And then  what about the fall stalks with 25 buds that bloom 
and bloom and bloom.   But Mike's right, rebloom is a not a 
particularly precise term from the outset.
