As stated before I live in zone 6 and I don't refrigerate my seed.   
According to reports I read, my rate of seed sprouting is about average.   However, 
there have been years I've had terrific high rates and I'd like to  duplicate 
that rate!  Once again I recommend Paul Black's Internet piece on  sprouting 
iris seed.  
 
After reading the above Bulletin piece I did determine that I might be a  bit 
negligent in watering my seed pots.  I've always watered them in when I  
plant, but have been only been careful to keep the pots damp for a few  days.  
Being me and distract able, it's usually rather hit or miss.   This year I will 
water well for 5 consecutive days this fall/early  winter and another 5 days in 
the spring when I determine it's about time  for things to sprout. 
 
Also, I plan to provide a winter cover of either straw or leaves, even  if I 
have to play 'leaf bandit' again!  I prefer leaves.  
 
I've never watered seedling pots in the summer, but I don't protect them  
from rain either.  Some years I get fall sprouts in these hold over  pots, but 
not many.  I prefer NOT to get sprouts in the fall since they are  more prone to 
winter kill.  
 
Adam, I can only speak for my climate and my process.  I believe we  had a 
discussion (the list) last year about planting seed that had not  dried directly 
from the pod.  Someone was experimenting?
