Well you might try a modified drip system with the 40 gal drum.  Drill a 
hole in the side at the bottom, go the the hardware store and find some 
plastic fittings to screw into the drum so you can attach a rubber tubing 
to it.  Run the tubing around the area to water/fertilize and punch small 
holes in the tubing.  Cover with mulch so evap. is lessened. 
Fill the drum with gray water and miracid or whatever and go to it.  If 
you want to be fancy - buy a small faucet to control the speed of drip 
and also plug the drum up to catch the rain water.  
To get REALLY fancy - put this on a dolly with a handle so you can roll 
it around the garden.
