 It might have been a cup like area that needed to be filled in and
sand is cheap,so they used it. It depends on WHaT TYPE of sand it is
and the history of the building site itself. Maybe the 'Lost Dutchman
Mine'?

 If water still pools there and doesn't go away fast, I would think
the sand is filling in a low  spot in clay soil.
