Schools have a lot of this equipment. That's how I graded tests when I was a
teacher. Probably they could also do the R&D work - a good practical test
for the students.
Generally the readers are pretty good and you can inspect the ballots (tests)
by hand and see if they haven't counted something (in re: to the faulty
marking of the ballot).
