Rhamnus alaternus is a great hedge, and fast here in California!
But it would ultimately get too large for the specifications.
Teucrium fruticans is a very good choice, and does well by the
sea, tolerant of salt winds. Here we have either the tall, open
form (hardy seen anymore), the compact form (a little too small
for this project) or the deep blue flowered form (bigger, perhaps
just right). I expect there are other forms of this useful plant
in Italy. The larger Cistus are also good, such a C. ladanifer.
Rosemary would probably be the cheapest and fastest, as long as
a vigorous upright form was chosen. They strike very fast from
cuttings, so many plants can be created quickly, and can probably
be purchased easily in quantity in this region. It can also be
sheared easily into a hedge. There must be many things available
there other than Ligustrum!! All of these I mention seem like
they'd suit the site and the need.
