I have had a lot of success planting Ceanothus griseus horizontalis 'Yankee Point' under a cedar in the conditions you describe.  Like most plants, it needs some summer water when first getting started, but then does well on it's own.  Despite the shade, it blooms beautifully.

I am looking to plant an area of dry shade under two cypress and a cedar, close to some plantings of lavenders with Perovskia, Gaura, etc    Am currently thinking around Helleborus corsicus & similar, Geranium sanguineum, Teucrium chamaedrys ... but would be interested in other ideas for this quite difficult situation.  Plants need to be under a metre in height and winterhardy to about -10°C   All thoughts welcomed!
