Some more thoughts:

Another super plant for those troublesome damp spots, to compliment the
Arundo, pampas grass, and tamarisk, might be Eupatorium adenophorum. Much
more of a show-stopper than delicate, unreliable communities of rare
mosses and ferns....

Also, could Buddleia davidii have a place in the scheme of things if 
there's a variety that doesn't attract so many pesky butterflies?
