I've consulted my local gurus and they believe you are referring to
Pinus sabiniana which used to be called the "digger pine" but this has been
changed to a couple other names, digger being considered obnoxious now!

Muller, Broder and Beittel in "Trees of Santa Barbara" describe it
this way:
"A tree to 60 feet or more in height with a trunk that divides into
2 or more ascending stems and gray bark that forms plates as it ages. The
gray-green foliage is sparse and drooping with coarse neeles up to 1 foot
inlength aranged in bundles of 3...." etc.
Does this sound like the one you saw.? They are usually
considerably taller that the other trees so they stick out above their
surroundings. The multiple trunks approach being vertical. I could take a
picture and forward it to you if that would help.
