I would suggest giving it more water (if you are keeping it on the dry side).
Although it is supposed to be drought tolerant, I have read that the populations
that survive and thrive in the wild, do so where there is more water than just
normal California rainfall - often on hillsides where there is seepage. Mine
certainly likes regular water, although it has never been particularly
floriferous.
