I treat Salvia greggii, microphylla, and their hybrids like bramble canes.
Like raspberries and roses, there is both basal and tip growth when they
come out of dormancy. I wait until the plant is in growth before pruining
to locate these areas.
Clear cutting to the ground is a sure way to kill these plants. Cutting the
woody growth part way down from the branched growing end is risky - it's
like pollardizing a tree. You might get some growth, but the joints will be
weak.
