I found the following about Coprosma Robusta:
 
The flowers are dioecious (individual flowers are either male or female, but only one sex is to be found on any one plant so both male and female plants must be grown if seed is required) and are pollinated by Wind. The plant not is self-fertile.
 
I think that is your answer - you need both a male and female plant.  It seems the greenish flowers are not conspicuous so one would grow it for its evergreen foliage.

Mine is 12 years old,  ten feet high,very happy except no flowers or lovely fruit.Lovely New Zealand native. It was in some shade up until a year ago. Now it gets sun most of the day. When I planted it, the nursery said it would be at least three years before it bore the fruit. Any ideas?   Bill Grant, central California coast.
