You could cut it back but an alternative I have had success
with is to use a narrow metal rake and vigourously rake out
the dead material. If you then baby it a bit with a nice topdressing
of compost it will regain its vigour and good looks...

Clumps of Festuca glauca are looking ratty this time of the year, mid-winter,
zone 9. There are many dead leaf blades amongst the blue/green ones. I have
never cut it back, so I wonder, can I cut the whole bunches back to an inch
or two of blades, like mowing lawn grasses, and will the bunches come back?
