My experience in western Oregon is that you can plant bulbs anytime. I
even planted some daffodils in July once that I found in a paper bag in my
garage. They bloomed in August :-). If you plant now, the earliest bulbs
will probably be a few weeks later than normal, but tulips, irises, and
such will probably be right on time, judging that my experience. Starting
next year, everything will be on the normal schedule.
