The reason why Phytophthora infects plants when they are watered in the dry season is soil temperature. Warm soil + water means the fungus can get active and infect the roots, so I've heard. I live in a very cool part of California (near Monterey) and I water in the evening. I've not seen fungal issues on my plants.
