Some years ago, I saw "tree tubes" being used for paw paws here in the San
Francisco area. As I recall, they were 3-4 feet tall, whitish, translucent
plastic tubes, open at the top and bottom .... probably the same thing that
Jane says is used in England for trees in median strips of roadways.
The purpose here was to provide filtered light, increased heat, and
increased humidity for the young tree. And the trees in those tubes certain
grew faster and lusher than is normal for paw paws in this area.
I don't know where to buy the tubes, but I would look first in mail-order
catalogs aimed at the forestry industry or wholesale tree nurseries.
