They also keep saplings from drying out and protect them from wind - and
probably let people know that they are *planted* things, not weeds that need
to be plucked.
I've read of them being used when volunteers do mass plantings to replace
logged trees or for erosion control after fires, when watering and
maintenance is not easy or convenient.
