Here in Australia, it appears that a cultivar is any plant that someone
registers as a cultivar. Yes, I believe there are rules, but no one appears
to check them. It not uncommonly happens that someone obtains a plant of
nice-looking form from the wild, gives it a silly name, and registers it,
(so it can't be sold legally without their say-so) without attempting to do
any selective breeding on it at all.
Not surprisingly, some people are not too happy with this sort of thing.
