It depends on the type of fertilizer whether it makes  plants become
more susceptible to diseases. If they get one with a lot of nitrogen
this makes soft growth which IS likely to catch diseases, but if the
fertilizer has  plenty of potassium, this is good, as potassium hardens
the growth and makes it disease resistant. 

And by the way, in English we usually talk about mildew!!

My experience with vitis is that it needs almost no fertilizer anyway,
maybe a little compost occasionally, though my very large productive
vine seems to find its own food (AND it never suffers from mildew!!).
