RE: two problems

I wouldn't top the Italian cypress - they are a central leader tree and the tree would never be the same after being topped.  Some shaping is ok by cutting side branches but not the central trunk especially at the top.  Perhaps giving a weak solution of fertilizer or a top dressing of some well aged compost (not applied near the trunk) once a year in the spring for the slower growing cypress, may help it attain some more height to match the other.
