Pachypodium rot

I have an outdoor Pachypodium that is about 6' tall that suffered some damage in this past winter's freeze. The plant has two major branches and one has new green growth on it. The other seems to be rotting from the tip down. The branch stem is soft about 12" down from the tip and I am wondering whether I need to cut the branch below the rot line (i.e. cut off some of the healthy tissue along with the rotting tissue) in order to stop the rot's progress.
Any suggestions? Nan
